Brown the garlic in a saucepan. As it starts to brown, add all the other ingredients (except for the sugar) and bring to a simmer. Allow to continue to simmer for 10-20 minutes depending on how much time you have. Taste and add sugar if desired. At this point, you can also stir in the fresh basil leaves if you have them. Serve how you like or store for later.
